How to Soak the Eastern Seaboard

Simple.

Just send a tropical storm or hurricane that way. The latest QPF chart (see below) covers the next five days starting this morning. These projected rain totals credited mainly to Hanna as she moves NE near the coast.

8.70 inches in Northern North Carolina
7.00 or more near New York City
5.00 or more in numerous locations all the way to the Maine Coast

Also, 6.90 inches in the Miami-Key West area. This is not due to Hanna, instead it is based on the projected path of Ike.

And, the heavy rain in the middle of the USA is partially blamed on the leftover moisture of ex-Hurricane Gustav. The QPF is not the final word, but it is helpful. Here is the chart:
