Center of Tropical Storm Elsa Just Offshore as of 9 a.m.

The Air Force Hurricane Hunters reported around 8:17 a.m. CDT that the center of Tropical Storm Elsa was located just offshore a few miles west of Horseshow Beach, Florida.

The upper-level center appears to be onshore, but the low-level center must be at least half on land before landfall will be called.

The top winds they measured were around 50 mph, both at the surface and at flight level. The minimum pressure found by the crew was 1000 mb.

The official designation still has top winds of 65 mph with the tropical storm.

It is breezy with heavy rain across northern Florida. A flash flood warning is in effect for Taylor and Dixie Counties, near the landfall target.
Gainesville has winds gusting to 31 mph. Jacksonville is gusting to 29 mph.

All of the tornado warnings have expired for now, but a tornado watch is in effect for Northeast Florida and Southeast Georgia.
